Kerala’s common registration system

Kerala registers marriages differently from most states. Under the Kerala Registration of Marriages (Common) Rules, 2008, every marriage solemnised in the state, regardless of the religion of the parties, must be registered with the Local Self Government institution, meaning the grama panchayat, municipality or corporation for the area, through its Registrar of Marriages (Common). Who registers and where

The Registrar General is the Chief Registrar under the Local Self Government Department, and the local Secretary of the panchayat or municipality acts as the Registrar of Marriages for the area where the marriage took place or where a spouse resides. Applications are made through the local body and the state’s online marriage registration portal, with verification at the local body office. This is different from the Sub-Registrar route used in many other states.

The process step by step

  1. Solemnise the marriage by your religious or civil ceremony, or register a Special Marriage Act marriage after its notice.
  2. Apply to the Local Self Government Registrar for the area, online and at the local body office, within the period the Rules allow.
  3. Submit documents, photographs and the memorandum of marriage, signed by the couple and witnesses.
  4. Verification at the local body, then collect the certificate.
